This named spawned in the mission "Always Follow the Money.. The Placeholder for him is a single Burrowing Mole found In front of Stone Caves with webbing just after the 4th step completes. Burrows itself every few seconds and spawns x4 Dark blue adds to lvl 100...Be ready he has a good amount of hit points.
